The Rights of Non-Muslims 
in a Muslim State

Allah forbids you with regard to those who fight you not in faith nor drive you not out of you homes from dealing with them kindly justly and gently, for Allah loves those who are just. Allah only forbids you, with regard to those who fight you for your faith, drive you out of your homes and support others in driving you, from taking them as protectors."   (Al- Mutahanah 8-9)

The divine justice manifests itself on the social level in its call for establishing a humane free and open society where every religion, theology and opinion can coexist. Compulsion is not part of this society which does not protect itself by the police forces, does not feel threatened by those who have a different religion, neither will harass them, deport them, or assassinate them. This is because this society is based on the religious belief and on the free willingness of everyone to protect it. Therefore the boundaries of this society ore open to every Muslim regardless of his sex, color, or origin and to every Non Muslim who is not hostile to it, and the pagans have the right of asylum in the Muslim country, and the Muslim state has to protect him and finance him.

It is necessary, for the success of a universal message, to have a free and open society that welcomes those who have a different opinion or a different religion to live in it in full security, because people can never believe in the same Ideology even if it were revealed by God. As a result those who live in a Muslim state, and who have a different religion, or don't have any religion are not treated as enemies, and are not boycott except if they start attacking other members of the society, Muslims , or Non Muslims. The law allows cooperating with them through the treaties and the contracts that are fully respected by the Islam. The Islamic society is a universal society that can satisfy the aspiration of the whole humanity. It is the society that provides ultimate justice to its citizens regardless of their religion, sex, color, and origins.

Islam did not only call for judging among Muslims with justice and kindness, bit also to judge justly among all the people in a universal society. In addition to justice Islam requires kindness. Justice is a must in Islam even with the enemy.

"And let not the hatred of others make you depart from justice, be just that is next to piety."

But what is required with the citizens of the Muslim countries is more than justice, it is kindness and compassion. The Islamic society is based on justice, equity in the duties and in the  rights , and in the participation in the running  the public affairs on the basis of qualification.

The other category applicable to Ahl-al Dhimma (non-Muslims who are Christians, Jews) and Sabeans, Zoroastrians and those who choose to reside in a Muslim State and owe loyalty  to it whether they were born init or coming from outside . These are accorded the same rights as the Muslims.In fact, the law of the penalty for alcoholic drinks is not applicable to non-Muslims. It is the consensus of opinion among modern Muslims Scholars that non-Muslims in the modern Islamic State can even criticize Islam itself freely and praise their own religion.

What is not permitted to Muslims or non-Muslims is resort to violence or aggressively in resolving disputes or coercing others by compulsion to believe or disbelieve in this or that. In the Qur'an, it is stated: "Call unto the path of your Lord with wisdom and comely    preaching. Dialogue with them with the more comely arguments."  (Qur'an 16:25)
